Landing pages

I am working on search engine optimization for a large, dynamic, database driven website developed in cold fusion. Each product division has its own landing page and specific domain name. If you are a police officer, get their catelog in the mail, and want to visit the site, the domain name given will be police related. You will not have direct navigation to the products for schools or hospitals for example. It's a great site, professional, usable, and their clients love it. Problem is that it's not been marketed in search engines yet. That's where I come in to give recommendations. I am not sure how to approach all these landing pages separately (separate domains and keywords lists), without spamming as it's tied to the same site and ONE homepage. Anyone else encountered this? What the best starting point? What are the SE's take on this? Any direction would be helpful. Thanks.
