Thank you all for your advice, I have tried everything every one has suggested, with no results.
I have made sure the daily rate is high enough, I have also made sure the phrases I am using are at a high enough CPC.
I setup a new campaign on the control panel, for the phrase "superkala" a completly obscure word.
I did this on two seperate Adword accounts, two days have passed and still no ads.
Its amazing when your spending triple figures with Google, they listen, but when your spending a little amount they cant be bothered to reply via email.
Go figure!
I hope to have the UK 0845 number to contact them,
