I have observed similar behaviour. I agree that it can be related to the relevancy of your keywords and your bids.
The (unknown) Google Algorithm will show your Ad more frequently according to:
a) the relevancy (CTR) of your keywords and
b) your bids (in comparison with your competition)
If you start a new Ad, the value of a) is not known, because your Ad has not been displayed. This means Google need to "assume" an initial value for your CTR.
This "assumption" can be done only based on similar ads using similar keywords. If you are in the unluckely position to have keywords historically known as low CTR, probably the algorithm will return too lower CTR´s and your Ad will not be shown.
The only option (disregard of calling the hotline) would be to increase your bids to "ignite" your Ad, then you will get a real measured CTR value and can return to normal bids.
This is of course only my own assumption of the behaviour commented here. The real algorithm is unknown.
