I don't consider
PR when linking. A well done site with content my visitors will find interesting or helpful is what counts. A PR0 site today could be a PR6 the next update.
A PR0 may be an indication of many things. Do a bit of research check cache, view source etc. It may just be a newer page.
All pages start with no
PR. Link to quality and content.
