From my experience with submitting to directories. There could be lots of them that are less than a
PR 4. These could be new and could be a
PR 4 or better at the next update. I submit to all free ones knowing that if it does gain
PR at the next update and is no longer free then I am already in. I passed up once on a
PR 0 which is now a
PR 4 and is no longer free. Won't make that mistake again.
