I'm not sure, but part of the problem may be that there is a clash of similar colours around this fine area of the E.
You have the light brown/tan of the lettering, the brown/maroon of the skewed square and a dark brownish shadow to the lettering, so when you've optimised it the lighter pixels have been lost.
Also, it's better to save your logo as a gif rather than jpg.
