Give Google a call 650.330.0100 (8:30 a.m. - 6:00 p.m. PST) everytime I've had an issue I've called, they are very helpful. Also, once you've reached a certain amount of impressions Google pauses your campaign for review, after the review you are un-paused, if you call they can usually speed this process up.
