It is probably due to the size of the font. If you use CSS you will be able to set Arial to a finer degree than in DW. Naturally it would be preferable for SE recognition and load time to use text not graphics.
The text here sets Verdana to 11pt that cannot be achieved with DW it sets to size 1, 2 etc.
