My first impression is that the site is very outdated, mainly due to the thick gray borders. The embossed graphic at the top lends to the dated look and is very hard to read. I opened your top header graphic in PhotoShop and it was created at 314 x 70. The graphic is being squeezed into a smaller table cell on your page, making it very distorted. (Even full size in PhotoShop, the header is too hard to read with all that embossing.)
The site has too many royal blue borders and that window resize is annoying, not to mention the fact that so many of your pages open in a new window (with even more window resizing to be annoyed by) - why is that?
